أطلقت مؤسسة مجتمعات محلية، بالشراكة مع الائتلاف من أجل النزاهة والمساءلة – أمان وتحالف مؤسسات راصد فلسطين، اليوم الاثنين 24 آب 2026 في مقر شبكة وطن الإعلامية بمدينة رام الله، حملة «100 يوم لمساءلة الهيئات المحلية الفلسطينية 2026»، تحت شعار: «من الوعود الانتخابية إلى خطط وخدمات قابلة للمتابعة والمساءلة».
وجرى إطلاق الحملة بحضور ممثلين عن وزارة الحكم المحلي، واتحاد الهيئات المحلية الفلسطينية، وائتلاف أمان، وتحالف راصد فلسطين، إلى جانب رؤساء وممثلي الهيئات المحلية العشر المشاركة في الحملة، ولجان المساءلة المجتمعية، ومؤسسات المجتمع المدني، وعدد من النشطاء المجتمعيين الشباب، ووسائل الإعلام.
وفي كلمة مؤسسة مجتمعات محلية، رحّب عضو مجلس إدارتها عبد الله جرار بالمشاركين، مؤكداً أن الحملة تمثل مسار عمل ميدانياً قائماً على الاستماع والرصد والتوثيق والحوار والمتابعة، بهدف تعزيز مشاركة المواطنين في تقييم الخدمات ومتابعة الوعود والخطط المحلية. وأوضح أن برنامج الحملة سيتضمن العمل مع عشر هيئات محلية، وتفعيل وتأسيس لجان للمساءلة المجتمعية، وتنفيذ مبادرات وأنشطة للحوار والمساءلة، وجمع ملاحظات المواطنين وتوثيق استجابات الهيئات المحلية.
وقدمت هامة زيدان كلمة الائتلاف من أجل النزاهة والمساءلة – أمان، التي تناولت أهمية تعزيز النزاهة والشفافية والمساءلة في عمل الهيئات المحلية، وتوسيع مشاركة المواطنين والمجتمع المدني في متابعة إدارة الموارد العامة وجودة الخدمات والاستجابة للاحتياجات المحلية.
وفي كلمة تحالف مؤسسات راصد فلسطين، أكد منسق التحالف رياض خنفر أن الحملة ليست نشاطاً إعلامياً مؤقتاً، وإنما مسار عمل ميدانياً يسعى إلى تحويل العلاقة بين المواطن والهيئة المحلية إلى علاقة تقوم على المعلومة والمتابعة والحوار والمساءلة المستمرة. وأشار إلى أن التحالف يضم 33 مؤسسة أهلية وجامعية تعمل في الضفة الغربية وقطاع غزة، وستسهم في الرصد الميداني، وتحويل ملاحظات المواطنين إلى قضايا قابلة للمتابعة، وفتح مساحات للحوار، ومتابعة الالتزامات ومناصرة القضايا المحلية.
من جانبه، تحدث مدير وحدة الدعم الفني في اتحاد الهيئات المحلية الفلسطينية، المهندس عبد المؤمن عفانة، عن أهمية دعم الهيئات المحلية وتعزيز قدراتها على التواصل مع المواطنين وتطوير أدائها. كما أكد الوكيل المساعد لشؤون الهيئات المحلية في وزارة الحكم المحلي، خالد اشتية، أهمية التعاون بين الوزارة والهيئات المحلية ومؤسسات المجتمع المدني بما يعزز المشاركة المجتمعية ويحسن الاستجابة للأولويات والاحتياجات المحلية.
وتضمن المؤتمر عرضاً لفكرة الحملة وأهدافها ونطاقها ونتائجها المستهدفة، إلى جانب استعراض آليات الانتقال من الوعود الانتخابية إلى المساءلة المجتمعية، من خلال أدوات الرصد، ومؤشرات المتابعة، وتقييم الخدمات، وتوثيق ملاحظات المواطنين وشكاواهم ومتابعة الاستجابات.
وشهدت جلسة «أصوات من الهيئات المحلية الشريكة» مداخلات لرؤساء وممثلي البلديات والهيئات المحلية المشاركة، عبّروا خلالها عن استعدادهم للتعاون والانخراط في أنشطة الحملة، والانفتاح على برامج الحوار والمساءلة المجتمعية، وتعزيز الشراكة مع مؤسسات المجتمع المدني بما يرسخ الشفافية والمكاشفة، ويسهم في تحسين الخدمات وتعزيز ثقة المواطنين بهيئاتهم المحلية.
واختُتم المؤتمر بحوار مفتوح بين الهيئات المحلية والشركاء ومؤسسات المجتمع المدني والإعلام، أعقبه الإعلان الرسمي عن بدء برنامج عمل الحملة مع الهيئات المحلية العشر والجهات الشريكة خلال المئة يوم المقبلة، وصولاً إلى توثيق النتائج والاستجابات وإعداد حصيلة علنية تتضمن ما تحقق، والفجوات القائمة، والتوصيات والقضايا التي تتطلب استمرار المتابعة.

Ramallah:
Launch of the “100 Days of Accountability for Palestinian Local Authorities 2026” Campaign with the Participation of Dozens of Local Authorities, Civil Society Organisations, and Community Accountability Committees.
On Monday, 24 August 2026, Local Communities Palestine, in partnership with the Coalition for Integrity and Accountability – AMAN and RASED Palestine Organisations Coalition, launched the “100 Days of Accountability for Palestinian Local Authorities 2026” campaign at the headquarters of Wattan Media Network in Ramallah, under the slogan: “From Electoral Promises to Plans and Services Subject to Monitoring and Accountability.”
The campaign was launched in the presence of representatives of the Ministry of Local Government, the Association of Palestinian Local Authorities, AMAN, and RASED Palestine, alongside the heads and representatives of the ten local authorities participating in the campaign, community accountability committees, civil society organisations, a number of young community activists, and media representatives.
In the opening remarks of Local Communities Palestine, Board Member Abdallah Jarrar welcomed the participants and emphasised that the campaign represents a field-based process founded on listening, monitoring, documentation, dialogue, and follow-up. It aims to strengthen citizens’ participation in evaluating services and monitoring local promises and plans. He explained that the campaign programme would involve working with ten local authorities, establishing and reactivating community accountability committees, implementing dialogue and accountability initiatives and activities, collecting citizens’ feedback, and documenting the responses of local authorities.
Hama Zidan delivered the remarks of the Coalition for Integrity and Accountability – AMAN, highlighting the importance of strengthening integrity, transparency, and accountability in the work of local authorities and expanding the participation of citizens and civil society in monitoring the management of public resources, the quality of services, and responsiveness to local needs.
In the remarks of RASED Palestine Organisations Coalition, Coalition Coordinator Riyad Khanfar stressed that the campaign is not a temporary media activity, but a field-based process seeking to transform the relationship between citizens and local authorities into one based on information, monitoring, dialogue, and continuous accountability. He noted that the Coalition comprises 33 civil society and academic institutions operating across the West Bank and Gaza Strip. These institutions will contribute to field monitoring, transform citizens’ feedback into issues that can be followed up, create spaces for dialogue, monitor commitments, and advocate for local issues.
Eng. Abdelmomen Affaneh, Director of the Technical Support Unit at the Association of Palestinian Local Authorities, spoke about the importance of supporting local authorities and strengthening their capacities to communicate with citizens and improve their performance. Khaled Shtayyeh, Assistant Deputy Minister for Local Authorities at the Ministry of Local Government, also emphasised the importance of cooperation among the Ministry, local authorities, and civil society organisations in strengthening community participation and improving responsiveness to local priorities and needs.
The conference included a presentation on the campaign’s concept, objectives, scope, and intended results, as well as an overview of the mechanisms for moving from electoral promises to community accountability through monitoring tools, follow-up indicators, service evaluation, documentation of citizens’ feedback and complaints, and follow-up on responses.
During the “Voices from Partner Local Authorities” session, heads and representatives of the participating municipalities and local authorities delivered interventions in which they expressed their readiness to cooperate and engage in the campaign’s activities, openness to community dialogue and accountability programmes, and commitment to strengthening partnerships with civil society organisations. Such cooperation is intended to consolidate transparency and openness, contribute to improving services, and strengthen citizens’ trust in their local authorities.
The conference concluded with an open dialogue involving local authorities, partners, civil society organisations, and the media. This was followed by the official announcement of the commencement of the campaign’s programme of work with the ten local authorities and partner organisations over the coming one hundred days. The process will culminate in documenting results and responses and preparing a publicly available account of achievements, existing gaps, recommendations, and issues requiring continued follow-up.
